The Central Vigilance Commission acts as an apex organization for exercising general superintendence and control over vigilance matters in administration and probity in public life. The CVC provides necessary guidelines for effectively carrying out vigilance administration in Government of India departments through various circulars/directives. These circulars/directives can be downloaded from their website http://www.cvc.nic.in
Vigilance Administration in ECIL, a PSU under Department of Atomic Energy, Government of India, is headed by a Chief Vigilance Officer. The CVO acts as an Advisor to the Chairman and Managing Director, ECIL, in all matters pertaining to Vigilance. CVO acts as a link between the PSU, the Ministry and the CBI. Vigilance functions that are carried out by the office of the CVO include collecting intelligence about the corrupt practices committed, or likely to be committed by the employees of the organization, investigating or causing an investigation to be made into verifiable allegations reported to him/her; processing investigation reports for consideration of the Disciplinary Authorities; referring the matter to the Central Vigilance Commission wherever necessary; taking steps to prevent commissioning improper practices/misconduct etc. Thus, the functions of the office of CVO can broadly be divided into three parts
surveillance and detection.
While surveillance and punitive action are for commission of misconduct and other malpractices, the preventive measures taken by the CVO are considered more important as these are meant to reduce the number of vigilance cases considerably.
To encourage and create an ethical climate for effective vigilance.
To examine the existing systems and procedures, and suggest measures for making them fair, transparent and free from corruption.
To ensure compliance to conduct rules relating to integrity, covering acquisition of assets, employment of relatives in private firms etc.
To conduct regular and surprise inspections of areas which are identified to be “sensitive” from the point of view of vigilance.
To maintain proper Surveillance on officers of doubtful integrity and officers against whom there are complaints or suspicions regarding integrity.
To enquire into complaints received from general public employees, and to ensure speedy process of vigilance cases at all stages.
